About the Steve Carter Education Program

The Steve Carter Education Program offers Louisiana families up to $1,500 in digital vouchers each school year to support eligible K–12 public school students who need extra help in reading and math. These vouchers can be used to access high-quality tutoring services, either in-person or virtual, outside of regular school hours.

Named in honor of the late Baton Rouge State Representative Steve Carter, this initiative is part of the Louisiana Tutoring Initiative. It was established under R.S. 17:4032.1 (Act 415, 2021) and expanded through Act 649 of the 2024 Legislative Session to serve even more students across the state.

Who is Eligible?

• K–12 students enrolled in public school

• Students performing below proficiency in reading and/or math

How Does It Work?

1. Families apply through an online portal.
2. If approved, families receive a digital voucher.
3. They can then choose an approved tutoring provider—like Project 70805!

Important: You’ll need your child’s Louisiana Student ID (LASID) number to apply. This 10-digit number is assigned by your child’s school.

How to Apply Your Voucher

Step 1: Confirm Eligibility

Make sure your child qualifies by reviewing the program requirements—students must score below proficiency in literacy or math.

Step 2: Apply Online

Go to the Louisiana Tutoring Initiative website to submit your application. Be sure to select Project 70805 as your preferred tutoring provider.

Step 3: Schedule Tutoring

After you’re approved, fill out the registration form below to set up tutoring sessions at times that work best for your family.
